Quick answer
The Transport Fever 3 campaign has 8 missions, unlocked one after another. Each can be completed with one, two or three stars or failed. Each also has an optional bonus goal that earns a medal.[1] The manual recommends that newcomers play the first few missions, because they introduce the main features step by step.[1]

Goals are summarized from the official campaign page.[1] In mission 5 you race a foreign corporation, represented by Astrid Larsson, for the drilling license.[1] Outside the campaign there are no AI rivals: a developer confirmed "there are no AI opponents in the tycoon/sandbox game" (more).[2]
Achievements tied to the campaign
Clearing the first mission unlocks The Journey Begins. All missions unlock Story Master, all stars Story Legend, and all medals Phalerist.[3] Full list: achievements.
Campaign progress lost?
The manual lists a known issue: "Under certain circumstances, the profile containing all campaign progress gets reset". Afterwards only the first mission is available.[4] It cannot be restored automatically. The manual offers replacement profile files to download (missions unlocked without medals, unlocked with medals, or all locked). You copy one over profile.lua in your userdata folder.[4] Back up your own profile.lua first.
Other reported issue
In one PS5 review, the tutorial stopped partway through; the reviewer wrote "Also the tutorial stopped working for me".[5] No official cause or fix has been published yet.
